I didn't figure this out, it was Donovan (another member). Simply put, you take the thickness of the drum backing plate; .130", and deduct from the bracket/backing plate of the disc setup, .380", which arrives at .250". This spaces the axle mounting flange by .250" creating the end play. The gap has to be filled, hence the shims.
