I am not sure what condition the carb is in, but I will guess it needs a good cleaning. It is an edelbrock carb, but I am only going to assume it is gummed up. I would like to go back to a factory carb, but I think that is later....right now I want to focus on getting this up and running.
As far as the vacuum lines...I just did replace them all (oddly I have a "lack of power" thread which ended up a concensus that it is the vacuum lines. Only question that has come up is the plumbing of it is off compared to factory..and that PCV thing I don't think is plumbed in the right place.
I seriously don't mind doing this type of stuff, as long as it's not all in vain
