It varies by plant, shift and worker but - as mentioned - they often are found on top of the tank, under the carpet, inside the seats, inside the door trim, behind the A pillar trim or behind the headliner.
Any place were build information needed to be broadcast to a remote part of the plant and then that part conveyed to the main line.

I can see this being true if they were found under the carpet only. But is seems somewhat "purposeful" for the line worker to place one on top of the gas tank.
