Some years back a guy on here had one just about same degree of total dark from floorboard. He used a baking pan of similar size parameter and let it soak in about 1/2" of lacquer thinner for extended periods.
believe he used a facial make-up brush to give it some help along the way while soaking. After 2 or 3 rinse/repeat cycles he had a fully legible Bsheet.
acetone and bbq fluid sound good too - bbq fluid might be the most lingering aroma though. same problem with gas and diesel fuels - fwiw
if you can still access the area where the sheet was found - test various solvents and see what removes the tar stains from floor the easiest and gentless.
You could probably pull most the info in a dark room holding a light source behind it.
Possibly capture it with a camera ... or have a dictation assistant manually transcribe the data as you call it out. pita
