I built my 400 similar to as described above . It's the original engine for my 68 gto and all parts carb to oil pan where reused except I stepped up to 2.5 ram air manifolds . And made 412hp and 482ftlb . Was a little lean so I'm sure more was on the table. I used a small ra3 style hydraulic roller cam and my compression is right at 10:1 so 93 is a must. The #16 heads had a mild port job ( 230cfm @ .500) basically it's a ram air style engine and makes 16.5 inches of vac.and idles nice. Hydraulic roller was just for piece of mind but not necessary . You'll get a lot of comments to stroke it and I could have done that for the same money I have in the 406 but like you I was just after a good stout street motor.
