Forgive the simple comment here, but many have made the mistake of checking steering clearance with the front end jacked up and front suspension hanging. I didn't see in your postings how you were checking clearance, but it can only be checked with weight on the front end.
Tires hit the frame badly when the car is jacked up in front--a condition you would not encounter in actual driving.
