Pretty unethical at least on more like down right theft as outlined in user agreement pasted below. 
I may run unlimited CARFAX Reports for my personal use only in connection with the purchase of a vehicle from a private party and/or the sale of a vehicle to a private party. I acknowledge and agree that vehicle license plate and state information is needed to run each CARFAX Report under this Plan. You acknowledge that you may only use CARFAX Reports for your personal use. Commercial use, resale or redistribution of CARFAX Reports is strictly prohibited.
