What kind of car are you talking about? Sounds like the t/s switch is wired up wrong. I seem to remember an adapter that needs to be used on some of the tilt columns from the 70's when hooked to a standard column harness. It's been a long time so I don't remember the specifics, but it seems to me that the switch for the tilt column had something reversed in it. Thus the need for the adapter.
