dld,
You are correct that is the bolt used to mount the grills, and although you are only showing the bottom bolts it is also what was used on the top.
There were no slotted/over sized holes used on the sheet metal (top or bottom) for mounting the grills so therefore no washer is needed.

Although on my (non-original) car I found the bolts that had a slight flange head. They almost look like an oil pan bolt.
