I have only seen one Bonneville without the grille emblem so I would think it was added very early on in the production run. It was a one year only part (AFAIK) since it is different than the 428 fender badges used in '67, '68, and '69 (non Bonneville 428 equipped B bodies) (no distinction for HO or not).
