Glenn,

I can't tell from the picture but you at least have a nut and bolt missing from the idle solenoid. I can't see the bracket to tell if it's the right one.

The idle solenoid is energized any time the key is in the run position. It's more of an anti diesel (run on) solenoid. When you the car off, it drops the idle to the base setting to make sure it doesn't run on.
