That flange has 4 bolts to hold the axle to the housing from the outside. Whereas if the Chevy-style C-clip rear end (held in place within differential housing) were to break an axle during driving, the axle would simply slide out. If a BOP rear, then the axle is held in place by the flange in front of the rear drum backing plate.
