The cool/hot slider works a cable that opens/closes the damper that directs air through the heater core. Hard to believe that could be backwards. Are you getting heat with the slider in cool position and cold air with it in hot position?
If the 68 system has a water cutoff valve then it may be the wrong one for the car. Some valves close with vacuum and some open up with vacuum depending on year and application.
Does air come out of the proper vents in all of the selector switch positions? The dampers that control airflow are all vacuum operated. Its not unusual for the vacuum hoses to be connected wrong if that is your problem. But the vacuum hoses only affect where the air is directed, not the temperature of the air.
