Both engines made GOOD power. One side saying billet heads make the other "max effort unlimited budget" while that same side has multiple "experts" contributing expertise and multiple dyno sessions sounds a little silly to me.

Oh crap, I will clarify what I mean when I say "
sum of the parts" and "
sum of the build".
To me "
sum of parts" is just that and agree price doesnt guarantee anything.
"
Sum of the build" has nothing to do with dollars spent.
The pieces used(what you start with) + the knowledge applied(what you did with the pieces) + results obtained make up the "
sum of the build" . Not a mathmatical equation, it can be a judgemental evaluation or a direct comparison and sometimes both.
(preferably apples to apples or all factors considered when it cant be)
