There can still be pockets of gas fumes and oxygen. Saw a really nice small dirt bike tank split open when it exploded. Guy had a car exhaust running in it at the time. Wouldn't want to be around a car's gas tank if it went off.

I just had to drill a 1" hole in my fuel cell to mount a sender. I filled the tank up with water until almost completely full, and then stuck the CO2 hose from my mig welder in the tank before taking the drill to it. I really hate loud surprises.

Radiator shops can boil out a tank before soldering it up. I'd still drop it off to them and go get a burger down the street and come back later to pick it up...
