Default Adjusting shifter cable

Hey guys, I was wondering if you could assist me in adjusting the shifter cable. When I installed it, i had issues, but I thought they had been solved, but I was wrong. When the car is on an incline when the shifter is in P, it will roll back as though it is in neutral until I turn the column collar.

I was told my a local Pontiac owner to go underneath and loosen the bolt in the picture and push it up as high as it can go, then tighten the bolt again (Also found these instructions numerous times with the Google-box). This made the situation much worse by pushing the rod up, making it hard to go into any of the gears. I then lowered the rod back down to close to where it was, and it made it at least back to the way it was when I first described it.

I know I don't have to show you guys what I am talking about, but I took a picture anyway. And I was wondering if the bolt is suppose to be snug against the piece of metal, or is there suppose to be a bit of wiggle room as seen in the picture?

Curious that nothing seemed to solve my issue, I took the shifter console off to look if anything looked out of the oridinary, but I didn't see anything personally. I uploaded a video to show you the difference of when it is properly in P and not quite in park. I don't know if it is a large difference or not, but can anyone see if something should be adjusted up near the shifter?
