I doubt it was PEP, since I don't think those would receive the Eng/Dev designation.

If it was truly a development/test car then there is no standard timing to apply.

I agree with BVZ that the zone designation was simply part of the path it took to get to the selling dealer, not an indication that a zone offical drove it.
