These were supposed to be drilled and tapped after the drilled round bar was welded.No real harm done you just lose 1/4" of thread.You then drill and tap for the 3/8"studs in the laser cut holes at bottom and c/sink the two holes shown.You can use a bolt in the top hole if you mod the bellhousing I prefer bolts myself.Also weld the dowels in the plate.The dowels in the block need cutting to 1/4" sticking out or again you could relieve the bell housing.When you bolt on the plate and then present the bell you will see the bell fouls the crank hub.This is fixed with some careful grinding and while you are at it you need to drill bottom bell holes out to allow the studs to go though.
