I've seen the fixture for putting that knurl on main caps. We had it at the shop I worked in...... (20 some years ago).
It might be an old school process and/or considered crude by today's processes available, but I saw it used to fit missing caps or fix loose caps on some rare and obscure cast blocks that would of been scrap otherwise. It was a lost cost solution.
I agree it has no place in an engine of this caliber.
