Theoretically, yes.
Florida actually does have something about the left lane used for passing, never enforced.
Illinois' is what it should be.
They have it if you are not passing a car immediately you have to get in the right lane.
If you are not passing, stay in right lane.
(immediately so someone can't say they are going to pass a guy 2 miles ahead or something, they have police ticketing people for being in left lane)
So if cars are passing on the right it should be an immediate light going off in someone's head that they should be in the right lane.
Another one I thing should be a light going off in someone's head is when the semi's are going faster than you on the right.
