You are completely misunderstanding what I'm talking about. Why am I surprised?
Ever drive the Chicago Expressways? 4, sometimes 5 lanes or more going one direction. Speed limit is 55 approaching downtown.
I could be in lane 3, doing 70 MPH, and being passed on the right, by cars weaving in and out of lanes, maybe lane 2 is naturally doing 74 MPH.
Either way, a cop having a bad day, or looking for an out of state plate,
could write 2 tickets to me, for going too fast, and going too slow.
