That should work fine ... although it's going to offset the bushing a bit up/down based on the thickness of the washer .... and I'd do a bit more than tack it, give it a couple inches of weld total ... you'll want to spread the load out on the old, thin sheet metal.
Of course make sure you grind off any zinc plate on the washer before you start welding.
