Ideally Yes.
You want to be at Peak HP At 1320 foot mark.
Or at 1000 foot mark and cross 1320 mark 200-400 rpm.
Over.
Not over rev the engine.
Hydraulic Roller cams don't like being over revved.
Stuff breaks fast.
