I have a 69 lemans w/air and had same issues. Look for a 30 amp fuse going to back of alternator, if blown or missing high speed blower will not work. When you have fuel tank pulled down, also check the gas gauge sending wire. This wire was tan colored on my car. It gets corroded and loses good contact, and the gauge will read full. By just getting my hand up there and snugging up wire I was able to get gauge working again. For the valve cover, you will have to remove the bracket going from the ac compressor to the intake. Like I said, my car is a '69 lemans, not sure if the same. I hope this helps.
