looks like a 1972-1974 gauge cluster set to me.

1970/1971 had just a "brake" light at the bottom of the speedo;
that one has the seatbelt warning which first showed up in 1972.

The 1975 gauges are unique because the '75 speedo had KPH in blue.

The back of the gauge cluster (most notably the back of the tach) would help narrow it down;
There may be a stamped date on the top of the cluster housing too.
