Trying to understand the situation.
With the HEI addition, I was wondering why the interest in getting the TCS working.
The blue wire should not be used to power anything I would say.
(plus it originally had no connection to making the distributor to work)
It's best to think of the wiring as sections.
If you need to work on the distributor, just concentrate on that section.
(which the TCS is not part of)
Basically the distributor (in your case) needs a switched 12 volts to make it work.
If it gets 12 volts with key on, then it should work.
Doesn't really matter where that 12 volts comes from but usually want it to be a dedicated wire.
As to the emission circuit, I'd just tape the ends up.
(since you don't have all the components)
Tell us what doesn't work and we could figure it out.
