It can definitely be tempermental. I did my temp and oil pressure gauge bezels and they came out like silver spray paint. Other times, it comes out very close to chrome.
I think you may be on to something with the dewpoint, humidity, etc. One thing I know though, if you don't like the results, more is not the answer. You have to start over with the black. Less is definitely more on the chrome paint. Almost like the black has to show through the almost translucent chrome.
