If the Normal balancing procedure is not fixing the problem, there could be:
An internal tire separation
Wheel incorrectly mounted on the balancer
Balancer needs calibration.
Wheel out of round
Stiff spot in tire causing a high road force number/variation.
Flat spot on tire from a panic stop.
