Now that's worth discussing.
I've seen a lot of factory tubes from the late 60's & early '70's. And I never even heard of a top hat seal, until recently, much less saw one on an original '69 tube.
So, are you saying that you have a '69 tube that came from the Pontiac factory with a top hat type seal ? Or is it a factory tube which has had the end changed over to the top hat style.
