Start with the rear gear and go from there. I think your four speed will actually help you out in that you aren't working through a convertor.
3.08 is a good gear. You could even go 3.42 and step up to a bigger tire.
See how that works for you and then make a decision on cam. I doubt the carb and intake would impact the drivablity significantly, especially the direction you are trying to go.
