I think, technically, the crankcase is supposed to be under a slight vacuum. Installing a breather cap instead of an oil filler means the PVC can pull from outside air, rather than the slight negative pressure inside the air cleaner base.
Although ... millions of people use valve cover breathers and I don't think it's a problem.
