The oil pressure relief valve is on the oil pump. That is what determines oil pressure, in combination with bearing clearance, oil viscosity, etc.

The filter bypass has nothing to do with adjusting oil pressure. It is intended to allow a path around a plugged oil filter.

Some oil filters have a bypass built-in. I'd rather have dirty oil than no oil.
