FWIW, my fenders had some sort of caulk strip placed on the inside of the lip. The purpose was seemingly to seal the "gap" where the inner fender and outer fender came together.

I can't tell you that this caulk strip was original to my Fremont build but I noticed it when I stripped the fasteners from them.

See attached pix. I didn't take any great pix of the caulk strip, I think the 2nd pic shows where the strip was terminated toward the rear of the fender. Hopefully gives you a little idea of what I'm talking about.

I didn't check the Tempest Body Manual but perhaps there is something in there about this caulk strip.
