I do not believe there is an existing example of a 69 Pontiac with a factory installed emissions decal and the vast majority of original untouched rad supports show no sign of ever having had one. But there are a few cars I've seen (most from the home plant like your car) that have what appears to have residue of it having been there.
As for the tire pressure decal I've only seen one car that appears to have an original one out of almost 40 years of looking at thousands of cars and it was in the door jam. As you mentioned yours is over the repaint, I'm sure it is just a gas station oil change sticker. The decals on your rad shroud were surely just gas station or aftermarket decals of some sort.
I'm eager to see your car done one day, very unique and striking mix of colors and options. I seem to recall an almost identical RAIV like yours in the same colors and wire wheelcovers but its a 69 Firebird.
