I took a small leap there for two reasons:
1) it was on pre-production, and IIIRC some early production cars.
It also is listed in the 1970 Firebird suppliment.
My guess is that it was the intended valance setup - but probably costed more, and had too many teething problems.
2) I was looking to be corrected with some sort of air-tight proof.
