to answer my own question, yes, you can swap 65-66 pedals with 67-68 and vice versa. I know that the mounting bracket for 65-66 is visually the same and have used them from automatic brakes and swapped in the swing pedals, so one should be able to make pedals work on their full size car with just a set of the swing pedals from 65-68 and their existing automatic bracket. "manual brakes only"
I will say that once a person changes to disc brakes or whatever else, I am not sure that it matters if you have power pedals or manual pedals though and simply will need to experiment with different bore size for the MC to get the feel one is looking for.
