I don't know what the entire context of that thread was but many jobs do provide paid vacation however it is not mandated by the government. The closest thing to a mandate is you have a government or union job and it's spelled out in your contract how many paid vacation days you get. If someone was laid off and they had unused vacation days they usually get paid for them.
