It's probably a combination of those and other factors. While I'm not necessarily sure it offers a safer environment, it does offer a legal environment to try and duplicate the street racing experience. I'm sure the large payouts are probably also causing part of the popularity.

There are several no prep events around Colorado each summer and even the lower ranks like the true street classes have purses in the 5-10K range.

So all the sudden you've got a weekend of fun, that you're not risking county lock-up and the ability to pay for some healthy upgrades to the car. That's a lot of incentive.
