Thanks for jumping in here Steve. I think I have seen your name recommended in some other forums.
Getting into the governor seems pretty serious disassembly and likely very difficult to get parts. Maybe I'll have to try the TV linkage some more. I have it at the shop manual nominal starting point now. Have tried adjusting before but maybe I have been to timid in my approach. The manual says adjust about 1/2 nut turn at a time which isn't much. I have done that with no discernable change and probably never went beyond maybe 3 nut turns. I have heard horror stories about improper TV adjustment on other transmissions and maybe I'm just to conservative and afraid of going too far. Maybe I need to get to twice that much change. And the manual seems to only be trying to affect the upshifts not downshifts. Maybe both are affected.
I have also wondered if the thermostatic TV control might have some effect as my problem is worse when the engine and transmission are not warmed up. But I have written that off as not being the problem as it is still a carbureted engine and those were often a little touchy when cold. I have decided that when the rpm is forced to low that engine just won't run with the partially open choke.
