That spare is obviously a radial.
I'll be the devil's advocate here.
Whose to say they didn't just throw a used radial on the spare rim, to 'comply' when a set of new radials became necessary to replace the ancient original bias-ply tires. It wasn't unusual for bias tires to be used up by 20,000 miles either.
Also, just do some ownership history to find out if it's been an east coast car all it's life. It wouldn't likely be as clean as it looks w/ 124K, unless it was in a garage in Florida or something.
The odometer digit alignment isn't 'skewed' as a typical rolled over unit often does. Even so, The odometer 'reading' isn't meant to be a claim of actual miles. The seller probably knows it's buyer beware, and might even disclose that it's actually rolled over if someone asks.
