When I started at AT&T in February 1988, I was working Digital Data Services. Our customers were either government or business, no residential. Everything we had was a subrate circuit of 56kB or lower. We still had 2400 baud circuits in service, mostly to military officers who were old school and of the mindset "if it ain't broke, don't fix it", which is why they were reluctant to upgrade. Back then, 4800 baud was the fastest speed that was supported over twisted pair copper, so if you had a 9600 or 56k and it ran slow, you were hosed.
