In OH where I now live you could legally drive it, because there is no state inspection. When I lived in PA, the state inspection mechanic would have caught that, and wouldn't issue you a sticker because of it. That may be why the car was parked years ago, it would no longer pass state inspection. Issuing a sticker to a car like that could put you in prison if someone died from an accident related the that frame.

I would not drive it like that because at least 25% of the frame is missing, it's significantly weaker in that area and is susceptible to cracking, or breaking. It can be repaired by a proficient welder/fabricator, but it will never look factory as it previously did. The whole frame is probably weakened from rust and corrosion, even though you can't see it. Ideally a rust free frame sourced from the south west would be the answer, hence the reason the OP mentioned frame off restoration.
