the 1970 model year was when the caps changed;
At the start of the model year, black caps were used, and the general consensus is that by January 1970 red caps were being used exclusively.

To answer the original question;
For 1970 Firebirds red caps are correct, and black caps are incorrect.
Keep in mind that at the time called "1970+", because 69 model year cars were being built through to November(?) 1969)
