Part #3 isn't a clip. It is just a piece of dense felt used to keep the outlet deflector from rattling and provide enough friction to keep the deflector in the position you set it.
Classic Industries sells a replacement but they are made of rubber and I don't know if they would work the same as the original felt ones.

You could create your own out of some jute carpet backing pad, some cotton wadding, or a small bit of fabric. Just stuff it in the space to take up the slack and provide a bit of friction.
