I did them before and on saw horses.
Here's a photo of the p/s with the original splash shields still on:



As you can see, the shield over the control arm is on the inside of the panel and the lower rear one is on the outside of the panel. It wouldn't be possible to install the lower rear shield while on the car because it's pretty much up against the frame in that area.
To install the staples, I clamped them in place and then drilled through the original staple holes with a 1/16 drill bit and through the rubber. Then I could push the staples through, bend the ends over some with needle nose pliers and hammer them tight with a dolly held behind.

And btw, I am thinking I should dab black paint onto the staples to keep them from rusting.
