If the 409 style carbs are hard to find, the older Carter Comp 4760 and the 4762 would be good carbs for this type set up. I run Competition Series 9755 750's and have had really good luck with those. Although my car is limited street and mostly raced it idles great and drives on the street fine with the roughly 2-3K miles a year I drive it.
The E carbs are good but need jetting, rods and spring changes to make them work.
I have found 750's work great on any 421,428 and 455 combo.
