Yes, the secondary slot should not be exposed at idle. Primaries only should be set “square” and the secondaries adjusted to 1/4 turn for a baseline.
If you need to change the idle speed you can make minor adjustments using the secondaries up to a point and leave the primary plates alone. But if the secondary transfer slots get exposed at idle it can cause all kinds of off idle/part throttle drive ability issues.
