Thank you all for your responses. It was on the car when I purchased it. When I got the PHS documents I also ordered a reproduction window sticker. The flasher was not listed on the sticker. It is a Flare-Stat plug & play unit so I'm assuming it was dealer installed or a previous owner installed it. Thank you all again.
