That does not speak very well for that EGR system.
I have averaged nearly 30 (29.7 mpg on the interstate) on a 350 mile round trip with my 2003 4wd 2500, 4 dr short box, usually gets 24 to 25. From what I have heard with my friends running new Diesels the DEF system is an improvement over past emissions equipment, and fuel economy is almost up caught up to our older trucks, I have not heard of anything quite as efficient as the 03 truck though.

Have done as well as 24.4 MPG with my manual trans 03 The overhead lie o meter was reading over 28MPG
That story on the MPG egr increase makes sense. we had a 2012 2500 Cummins RAM in the family that would end up with over a quart extra in the oil pan of pure diesel. Dealer said to under fill the engine by a quart so it would be full of the diesel diluted oil by change time. Truck did the same with oil turning dirty almost immediately. Both 2003 trucks the oil stays clean for thousands of miles.
We hauled a bit heavy with my nephews 2500 long box getting my new old digger home,. Would have used my Cummins but it is set up for fifth wheel and the only trailer at the time was the gooseneck.
Thought the backhoe weighed 11.6Klb but after doing a bit more research think the load was closer to 14k plus the trailer.
I Like my Cummins but the gas Hemi in the 2015 really did a really decent job of towing a heavy load.
