Municipal utilities have fees also. I live in Rochester, MN and have RPU for my electric, water and sewer.
Electric Customer Charge - $20.50
Clean Air Rider - $1.23
Power Cost Adjustment - $11.88
Water Customer Charge - $9.22
Fire Hydrant Fee - $1.00
State Mandated Water Fee - $.81
Waste Water Customer Charge - $19.10
Storm Water Utility Fee - $5.30
Storm Water Customer Charge - $5.00
None of those fees have anything to do with my usage - just fees required and added on to my actual usage charge for electric, water and waste water (which was about $75, $4 and $15 respectively)
